The
U.S. General Services Administration (GSA) was established on July
1, 1949, by section 101 of the Federal Property and Administrative
Services Act, as the result of a recommendation by a Presidential
Commission chaired by former President Herbert Hoover.
Since 1949, GSA has housed federal workers and provided
products and services to support the important work of government
throughout the country. GSA's mission is to provide policy
leadership and expertly managed space, supplies, services, and IT
solutions, at the best value, to enable federal employees to
accomplish their missions.
The
Center for Smart Card Solutions, part of GSA's Federal Technology
Service (FTS) manages smart card implementation for federal
agencies. The
center's mission is to implement multiple application smart cards
government-wide, promote smart card standardization, build open
system configuration, and use commercially available products. The
new Smart Access Common Identification contract is a "one
stop shop" vehicle which will help federal agencies implement
smart card technologies. Services and products will be available
worldwide to all federal agencies. The highlight of this contract
is that it provides interoperable Smart Card core applications
(i.e. employee identification, physical access, logical access,
cryptography and biometrics).
Numerous extended applications and services, including
electronic forms, purses, and credentials are also available under
the contract. The Center for Smart Card Solutions is available to:
(a) provide expertise consulting services to other Federal
agencies; (b) develop and foster development of smart card
applications; (c) provide requirements analysis and reviews; (d)
offer post implementation evaluation services; (e) brief agency
heads and senior officials on Smart Card solutions; and (f)
provide "cradle to grave" procurement services to
agencies for Smart Card planning and program implementation.
